Commissions of the Panther Valley Ecumenical Church

In order to implement the will of the congregation through the Council there will be seven commissions responsible to the Council. These will be autonomous within the parameters delineated by the By-Laws of PVEC. They will report their activities monthly to the Council and must seek its prior approval for any activity not clearly permitted by the By-Laws.

Each commission will conduct the activities assigned to it and will not become involved in those assigned to other commissions except in support by express agreement between the Council and commissions involved.

Each commission will estimate its necessary expenses for the coming year and submit its budget to the Council by August 31. Each commission will monitor its expenditures so as to stay within the budgeted amount. The commissions shall meet on a regular basis and annually submit to the congregation an evaluation of its work.

Each commission should be comprised of at least 6 members including the following: A chairperson, a secretary, a member of the Council if not the Chairperson, vice-chairperson, and members at large. The Minister is an ex-officio member of all commissions. The members will be nominated by the Nominating Committee or by the congregation at the Annual Congregational Meeting. They will be elected annually by the congregation during the Annual Congregational Meeting. If there is a vacancy on a Commission it will be filled by the Nominating Committee until a permanent replacement can be elected at the next Annual Congregational Meeting.

The member of the commission who is also a member of the Council carries the responsibility of reporting to the Council the activities of the commission. The members shall also report back to his/her commission the activities being carried on by other commissions and the Council. If the Chairperson or the Vice Chairperson is not a member of the Council, he/she may be invited to attend Council meetings.

Commissions are encouraged to obtain feedback from the Congregation concerning programs or activities carried out by the Commissions.

All commissions shall operate by the guideline set forth in the above listed statement.

Listed below are the Commissions at PVEC and their responsibilities:

Support Services - to provide for the maintenance of the Church buildings and grounds.

bulletIt shall have overall responsibility for the maintenance of the Church buildings and grounds including cleaning, window cleaning, painting, repairing, landscaping and memorial garden, mowing, shrub-trimming, snow removal, and any related activities not specified as duties of the custodian. Said custodian duties are on file with the Personnel Committee.

Christian Education - to provide the program of education for Christian living.

bulletIt shall with the approval of Council appoint the Sunday School Superintendent.
bulletIt shall include among its members the Superintendent of Sunday School, Youth advisors, Sunday School representatives, and any other administrative personnel whose major duties are the responsibility of the commission.
bulletIt shall be responsible for the overall Christian Education program of the Church. It shall specifically include, but not be limited to, the Sunday School, youth programs, and the adult education programs.
bulletIt shall assist the Sunday School Superintendent as required to obtain a qualified teaching staff.
bulletIt shall approve a Sunday School Curriculum that presents Christian teachings in a manner consistent with the beliefs of the denominational covenant fellowships.
bulletIt shall ensure that a Communicants’ Class prepares the youth of the Church for full membership in the congregation.
bulletIt shall plan and organize programs such as retreats, conferences, leadership training, etc., to enrich the members spiritually.
bulletIt shall compile the budget by August 31st for Christian Education, including Sunday School, for submission to the Church Council.
bulletIt shall with the approval of the Council appoint a Director for the Summer Vacation Bible School and assist him/her in planning and organizing such program.
bulletIt shall oversee the staffing of the Church nursery during worship.

Christian Outreach - to provide an arm of outreach from the Church to the problems of human society.

bulletIt shall be the mission and service arm of the Church providing a means for the manifestation of Christian concern about the problems of human society. As such, it shall include in its scope of concern the Church family, the immediate community, the township and the wider world.
bulletIt shall attempt to meet unmet needs, avoiding duplication of existing resources, and shall follow sound principles of helping others recognizing the worth of the individual or group and his/her/their right to self-determination.
bulletWhen possible, it shall be responsible to engage the congregation in personally serving areas of need in our local community. As such it will be: the channel for solicitation of help for agencies in the community needing volunteers. responsible to provide informational material to the congregation for the purpose of assisting in the selection of recipients of donations or benevolences.
bulletIt shall be authorized to gather and distribute news and information from the sponsoring denominations with emphasis on mission to denominational members and the Church Council. As such it will: highlight mission needs and accomplishments through verbal presentations from the pulpit on a scheduled basis. organize and conduct mission-oriented educational activities such as mission fairs, guest presentations, trips, etc., for the congregation to promote congregational involvement. provide informative inputs to "Happenings" and post relevant community service and mission information on bulletin boards as appropriate to inform the Church’s membership through the written media.
bulletIt shall be responsible for giving direction to the service and mission functions of the congregation, for example in emergencies, at special seasons of the year or on a continuing basis. Services may in some circumstances be rendered in the name of the commission (e.g. transportation, provision of household items, Christmas gifts, clothing, etc.).
bulletIt shall obtain the concurrence of the Council when it sees a need for solicitation of funds for specific causes.

Church Growth and Fellowship - to provide for new member development and their involvement in Church life.

bulletIt shall be responsible for recruiting and involving new members in the life of the Church. It shall be responsible for developing, conducting and maintaining a system for contacting new residents in the area; contacting un-churched residents in the area; maintaining a relationship with new member prospects once contact has been made.
bulletIt shall develop and recommend to Council a procedure for receiving new members into the Congregation.
bulletIt shall be responsible for a Church-wide fellowship program, which would include coffee hour, adult fellowship, picnics, and other functions this Commission feels would be helpful to strengthen Church bonds.
bulletIt shall be responsible for greeters on Sunday morning and the maintenance of the guest book/attendance records and follow up contact for membership.

Pastoral Care - to provide a means of caring for members of the congregation.

bulletIt shall provide ways through which the members of the congregation will minister one to one another.
bulletIt shall be responsible for seeing that those who volunteer and work within the Church structure are recognized and appreciated.
bulletIt shall contact members of the congregation whose participation appears to have waned.
bulletIt shall find ways for the Church to show care for shut-ins and provide means to minister to those in crisis.
bulletIt shall administer a pastoral care program that results in members being visited on a planned basis.

Stewardship and Communication - to encourage members to give time, money, skills, talents and efforts to the Church. 

Chairperson: Glenn Stevenson

It is suggested, but not required, that one person of each covenant community be a member of this commission.
 
bulletIt shall work to make all members of the congregation aware of the Church’s need of their time, money and talents in order to further Christ's mission in the Church. Therefore, it will work with the Church Growth and Fellowship Commission to inform New Members of their responsibilities during the New Members Orientation Classes.
bulletIt shall develop, publicize and complete the annual pledge campaign for the operating fund and other Church-wide campaigns as directed.
bulletIt shall work to increase communication between all people in the Church, i.e., oversight responsibility for the monthly newsletter, bulletin boards, posters, web site, advertising and publicity.
bulletIt shall be responsible for the annual "One Great Hour of Sharing" offering and all other Church-wide offerings authorized by Council.
bulletIt shall be responsible for maintaining a history and scrapbook record of our Church.
bulletIt shall maintain an Estate Planning Service for our members for whom this would be of interest in cooperation with the Church’s Endowment Fund Committee.
bulletIt shall maintain a continuing list of people who have served and are currently serving in some capacity in the Church.

Worship - to oversee and institute worship practices.

bulletIn addition to the members specified in the Statement above, there will be the Music Director and /or Organist and/or, Choir Director and the "Chairperson of the Altar Guild." If possible, one person from each of the five covenant communities should be a member due to the nature of the Worship Commission.
bulletIt shall develop, oversee and institute worship practices in partnership with the Minister, which are both reverent and ecumenical in nature. While the Commission shall strive for contemporary vitality, it is expected that the traditional elements of each service will consist of the following: A Preparation, Declaration of the Word of God, The Response to the Word of God, such as the Lord's Supper, The Offertory, Thanksgiving and the like, and the Dismissal. It shall also work with the Minister in planning all special services.
bulletIt shall invite and encourage member participation in the preparation and leadership of worship. Thus, the Commission will describe and oversee the work of the Altar Guild. It will seek lay readers of scripture. It will secure Ushers for each service and train them for their duties.
bulletIt shall oversee staffing of the Church nursery during worship services in cooperation with the Christian Education Commission.
